Parish and town councils in England with turnover from nearly nothing up to £200,000. Clerks on a handful of hours, often covering more than one council.

Small

Under about £25,000

Exemption territory if the tests are met. Excel is common. The win is site, mail, a reconcilable cashbook and dates that do not live in one head.

Mid

£25,000–£75,000

A hall or plots, a thicker policy file, perhaps two clerkships. Still receipts and payments.

Upper end of the band

Up to about £200,000

Same toolkit. Not a town finance suite. Accruals are not required in this band.

Who it is not for

A town council with a finance officer and a thousand transactions a month. A clerk who wants a blank CMS. A council that only wants mapping, or only a cemetery register.
